'06 TC 250 starter engages while kicking?

Searched around for any info but not much out there. Once in a while when I try to kick the bike it seems as though the starter engages. It makes the same starter sound (kind of like a car reversing at a high speed) and has a bit more resistance. If i try the electric start and then go back to kicking it stops for a bit. It is on and off and inconsistent. Any insight would be great!
