Is this bike street legal when it's new?? Like brake light, fully working lights?

I want a estart 2T to cruise locally.

yea if you're in a country or state that lets you plate it, or you can get away with it.
if not on them all the street gear is available. been that way with Euro enduro bikes for many years (they are all FIM/street legal in world enduro). On my 1991 300EXC I ordered all the brake lite and turn signal stuff and built up a street configured 300 2T back when Kali did not run the VINs for legality.

Mine is plated. I'd think Arizona would do it no problemo

Mine came plated right from the dealer. However it only comes with a running light, not a brake light, It also has not turn signals, no horn and no high and low beam light. But I havnt bothered putting any of that on and ive never got messed with. If you really wanted to be 100% legal you can get all that for around $100
